Meeting Report. On June 21, we were joined by Rachael Moxley, a City Engineer, and other City staff for a briefing on the City’s new Stormwater Utility Fee; starting this year, it is a new line item on real estate bills (typically $70, twice annually), to fund the increasing costs of state and federal Chesapeake Bay protection mandates. One of the pending issues is how the City can offer credits for residences that reduce their runoff impact, which are planned to be offered starting in the fall for the 2019 billing cycle.
